So with the addition of Quinn, Boss, Routt, Winston and Hillis - where do we stand salary cap wise and is there enough to go after another Winston type FA and pay the rooks?

No.

That's the deadline to get a long term deal signed.

If Bowe hasn't signed a long term deal by then, he has to play on the franchise tag this year and we can't extend him until after the year is over.

At least thats how I understand it.
