Another option would be for the leave-taker, to take leave beyond the current total of PTO and sick days, to be required to arrange for somebody to pick up their slack back at work.

So, father or mother....feel free to empty all your time-off options, but anything beyond that should require the leave-taker to find out how to keep the job getting done.

I would certainly say that some employers, those without a lot of bench depth, might soon come to realize the risks associated with certain hires as it relates to this.

That being said, put it on the employee to arrange for the work to be adequately covered, beyond exhausting their personal and sick days, and they might be on to something.

It's a tough problem no matter how you slice it.

I don't think it is a hard problem. If a government intervention makes the cost of employing a human being go up, it will have a negative impact on the demand for human employees.

The government should, in my opinion, design its policies so that demand for human employees is maximized. When demand for human employees far exceeds supply, you don't need very much in the way of welfare, or unemployment benefits, etc. Capable people in an awesome job market will just about write there own terms.
