You can give me a scenario where I can buy into Tua being a good NFL QB, I'm not sure I can find one with Herbert that I would ever see as realistic.

Yup.

Due to all the rumors, I think they thought Miami was taking Herbert and they would get Tua.

When Tua went off the board, rather than re-setting and making the best pick (elite OT) they panicked and took the QB they thought Miami was taking, even though they didn’t like him near as much as Tua.

But they have nothing at QB behind Tyrod Taylor, so I think they felt like they had too even though it wasn’t the smartest move.

The pick was a perfect example of not letting your board fall to you and instead reacting to what someone else does.

I mean, maybe it will ultimately work out for them (it won’t), but they’re gonna regret this pick a lot in a couple years.
