Again, Foles only played 18% of the snaps this year (not counting the Super Bowl).

Korte already said that things like All-Pro and Pro Bowl selections have little if any effect on comp picks. Going from a 6th round comp pick to a 3rd round comp pick is a pretty big jump for a guy who only played ~24% of a teams snaps.
