Probably because the FO/Coaching staff don't like to admit a sunk cost. I could live with Ragland's inability to cover people if he was a true thumper. Unfortunately, that's not the case as he's getting thumped out of the way.

Agreed. He's not moving on the snap. Even if that's a lateral move, you must move on the snap, that's a coaching basic for an ILB.
