Once again...The exact boundaries of DC are not set by the Constitution.
The current boundaries of DC would changed through normal legislation to include only some important govt buildings (WH, Congress, etc.) and this land would remain "DC." It would not be a state.

The other parts, the parts with people, would become a state.
So, "DC" really wouldn't become a state.
Area that was formerly in DC would be the new state.
