I've heard a few people say it, though not commonly. I do have to say, though, that southern Missouri is infused with a lot of southern culture and philosophy. That's not the case for St. Louis and Kansas City. It's almost as if southern Missouri might be on the border of the South and the Midwest.

I've always liked this analysis of the cultural centers of the U.S. to be interesting.

Based on that, parts of Missouri could certainly be considered to be culturally similar to parts of the South.

Similar to the fact that Chicago is always considered to the the "midwest," regional names don't always make a ton of sense.
