It's an antiquated and ****ed up rule. Basically, around 2004 posters were overly afraid of T3h Butthurt Plague, so out of this hysteria arose a centrist buzzkill faction that was able to seize Inner Circle control for a short time in the power vacuum created from when that Phobia guy left.1 It attempted to moderate and soothe feelings about cliques and posters that got too popular that would never be properly regulated by rep heists alone.
__________________________________________________________ 1. The phrase "rep conspiracy" actually arose from THEIR vocabulary to describe the actions taken by anti-rep reform extremists like Saulbadguy, not from the people who were victims of his raids. You may ask how that faction was able to impart these kind of ancient rules into the rep system when it was first instituted, but keep in mind that CP posters used to buy into things like Simplex's CPiggy program because they just couldn't handle people they didn't like that much, a cultural mindset leftover from the Denise Scandals. It's a harmful reaction because CPers have always believed that something was bound to upset the fabric of what Chiefs Planet set to become when it became its own board years ago. |
