"Judgment calls" are by definition something that are less likely to need to be reviewed. Calls that need to be reviewed are black and white, it either bounced on this side of the line or that, either he tagged him or not, etc and we can often easily see it. This is where in midair in relation to the line was the fielder when he caught the ball, with the limited angles we have, we are not going to be able to see it very often.
