AP style states you're a boy or girl under 18, men and women 18 and older so either the writer is unprofessional stylistically or trying to spin the story..

We need the younger ones for the lower ranks. They don't believe that they can die, they tend to lack independence of thought and they tend to be healthier given proper exercise. Oh and, by the way, you don't have to be 21 to drink on base or in many foreign countries. I got most of my (stupid) drinking done between the ages of 17 and 21.

I'm not sure if this is still in effect, but when I was in the Army we could purchase alcohol on base and drink it legally @ the age of 18. This was in the late 90's.
