Seems like they're openly courting Harbaugh and he's under contract of the 49ers. Isn't that tampering?

SF is going in the wrong direction.

I wouldn't expect a quick turnaround in Oakland because they don't have near the talent SF had.

I don't want Harbaugh. Niners have slowly declined as the talent that was collected before he was there ages. Toss in his cancer personality and his idea that Kap is a franchise QB and you got a dud.

I guarantee you that IF Harbaugh agrees to coach the faiders its with the condition that he has final say on player personel, that is, he wants to be the defacto GM.

If the faiders agree to this, why not just go after Bill Cowher?

This is all smoke and mirrors.
Even after Al Davis croaked, the Raiders still have major ownership and upper management issues. Add to that the toilet bowl stadium, the criminal fan base, and the seemingly never ending rumors of the team being relocated (LA or San Antonio etc), the only coaches the Raider are going to land will be old retreads that can't get another HC job elsewhere or a young up-and-comer that is looking for an opportunity.

My guess is that Harbaugh is using this to drive his stock up with other teams that may be interested.

Not exactly...I believe it can still be done, but has to have approval from the NFL main office.
