That idea is more rational than thinking he didn't. Oh well, I'm going to drop it.

Two reasons, beyond time, that I believe Gary Gibbs had more to do with this gameplan.

First, I don't recall usage of the 2-4-6 subpakage at all.

Second, there were (it appeared) a number of zone-man cover pakages, something that Gibbs really utilized extensively while the DC in New Orleans.
