Why do black people cross the street so slow?

I live in north Scottsdale/PV area which is not diverse. I am the first to admit I don't get inner city. On several recent occasions I've had to drive down town for business. Every time I have, including today, I've had to sit at a light waiting to turn because a black person deliberately walked as slow through the intersection as they could. Other people walked by them at a normal pace but they just sauntered. On one occasion the person looked at my car and actually slowed down even more.
What the hell? Am I imagining this or is this some kind of thing?

If I were in the administration of that school, I'd create a rule that they had to walk in a single file line...and hold hands. Seroously, this kind of crap pisses me off. My 15 year old son (who is high functioning autistic) has to deal with this all the time at his school. He'll ask to pass 4-5 kids doing this down the hall so he isn't late to class, and they'll start shoving him around and calling him "****a". To his credit, my son has learned to work around it to avoid problems.

To clarify in no way/shape/form condemning black teenagers or adults for this kind of behavior. There are a lot of people of all all walks that pull this kind or crap.

No it isnt. Its a myth. Just because you are a pedestrian definitely does not mean you always have the ROW.

If you run out in the street in front of an oncoming car, even if it is at a crosswalk when the ped light isnt white, green etc...dont expect to not be found the majority or sometimes completely at fault. There are exceptions but just bcuz you are a pedestrian doesn't mean you are free to be an idiot wanderer.

if they are standing near a corner..both they are obligated to yield and so is the car even at an unmarked corner/street etc.

edit note...

it took me one/tenth the time to get done in the Salem Oregon DMV then in the Pasadena California DMV.

LOL in addition..in California you have to read a chart at a distance for an eye test and then a little view finder thing.
In Salem Oregon..you finish the computer test and then stick your head in a view finder and read 12 letters and your done. And I bet I got 3 or 4 letters wrong too
