Odds aren't good. Needs to put in his time in the minors. In the years it would take to develop into a major leaguer he would be too old. Best of luck to him though.

28 year old that will likely be relegated to the minors for years. If he does make it he would probably be 32 or 33 and on the tail end of his prime anyway.
