These teams are definitely a stop down from the Top Tier teams. They all generally have long tenures of average quarterbacks and occasional bursts of greatness. But none had that long-time high-performing franchise QB other than the Bills with 11 years of Kelly.
In the end, I put Oakland at the bottom of the list. They just haven't had the consistent history that I'd like to see. I refuse to state who I voted for at the top of the list because I respect the game of football. In the end, I think the reasonable vote is for Buffalo or Denver at the top, and it's kind of a wash, and the other three in a coin flip at the bottom.

The Chiefs had their own QB with a 79 career QB rating in Matt Cassel. They were just smart enough to not start him for 16 years.
