They replaced the old shitty AC last year with a brand new shitty AC.

This one works 15% better, but when it gets above 90 it just runs all day, keeping the house 3 degrees hotter than whatever I set the thermo at.

As soon as it happened again this year I called them out to come look at it. No clue what they did. Nothing apparently.

I bought a window unit to put in my office because their A/C is such garbage.

This is one of the dumbest things people think.
A Thermostat is not an accelerator. Turning it down is not going to make it cool any better or faster.

When was the last time you replaced the filter(s)? You wouldn't believe how many service calls I've done and that "solved" the problem. They likely bought an undersized unit. What's your sq ft and, if you're willing to look, make/model number of the unit. That'll tell me a fair bit in of itself.

Also.. If it's a Goodman that they put in it was likely undercharged from the factory. I'd like to think whoever came out would have checked that first, but some of my colleagues are lazy or just straight up reeruned.

There is some truth in this post. Your filter should be clean to allow proper air flow. If your filter is dirty it will not allow enough air flow for the unit to operate properly. It can cause an indoor coil/evaporator to freeze up.
I would say to also check the cleanliness of your outdoor unit/condenser. If you cannot see through the fins on the coils of the outdoor they need to be cleaned. If those are not clean the unit cannot dissipate the heat that is necessary. Which effects its ability to cool and it efficiency. You don't have to have anything more than water and a decent spray nozzle to clean that outdoor unit. You just have to be careful not to bend the fins over on the coil.

Mine used to do this and the unit is undersized. I live in an older apartment so it's going to get a little hot. I put up these blackout curtains it helped drop the temp about 5-10 degrees

I have blackout curtains everywhere.

I set it to 72 a couple hours ago and now it's down to 74.

Yes it was.

It was running when I got home at 4 PM. It was 76 degrees in the house, thermo was set to 74.

So I set it to 72. It didn't hit 72 until 1 AM.

It ran the entire ****ing time.

There's something weird with that unit though because it only used 62 KWh, which is still more than I'd like, but not exorbitant.

Whatever.

No. It's a nice house in a very decent neighborhood.

The landlord is just a scum sucking opportunist.

There's a video on youtube of him yakking about how great it is to raise rents every year.
