I have a hard time judging the competency of a DC other than just looking at how well his past defenses have fared.

The Browns were supposedly interested in him before opting for Wilks. I am very high on John Dorsey so that's a good sign for me.

The Eagles supposedly were as well interested in him as DC when Pedersen took over. Also a good sign.

Only defenses that he’s either been a HC or DC for that I think don’t accurately reflect how good or bad he is are 2009 and 2012.

No one would do well in those situations.

Everything else during his time in STL and NY should be fair game to critique/praise for.

If they're still running the squads like they are the coordinators, you absolutely include it. If anything, I'm more interested in those numbers because they were more likely to be picking the groceries and that's likely going to matter a lot here.
