Forget the NFL aspect for a moment. He is trying to make some political/social point with the tweet. What exactly is that meme supposed to mean? I suspect it's just to get people associating slavery with police to get them worked up and feel like slaves in the eyes of police or for some other gotcha reason that doesn't seem to make sense, but am willing to listen if there is some other important historical and factual connection.

I think some smart people need to try to modify police training so that less people are shot or killed by police without there being any increase in police officer injuries or deaths.

I think that is possible, but it will require an exceptional level of intelligence and good faith cooperation.

This idea of making things better by "dismantling" a system sounds like some simplistic nonsense that his girlfriend tells him to say.

The argument takes the broad strokes of;

1) the end of slavery
2) statistical rises in incarceration
3) the incidence of use of prisoners a labor force, and
4) anecdotal evidence of laws crafted that impact minorities at a higher rate

to argue that America made a purposeful choice to re-enslave blacks after the Civil War emancipated them by using the pretext of illegal behavior, and resulting prison sentences, to enslave them for said prohibited behavior, replacing enslavement based on property rights.
