1.) I didn't read the OP thoroughly...the tip was part of the bill, so yeah, he needs to pay that.

2.) In the case of a normal tip, nobody is required to tip anything. Should they tip? In my opinion, sure, if the service was good. However, if they choose not to then that is their choice.

3.) It's customary, but not a law.

And yes, 20% is the new 15%. I start at 20% and go up or down depending on the service.
