I imagine part of it is the govt wanting to prosecute Bucky and Cap saying F that. There is also the issue of the superhero registration act (called the Sokovia Accord in the trailer) that Cap is against because he hates the gubment and Iron Man is for it, so that adds to the friction between the two. That act was the impetus for the entire Civil War storyline in the comics.

The comics didn't touch on this but given Cap's experience in WWII, he would be vary wary of the government registering people.
