Looked like a propane/refrigerant/gas cylinder or tank that got the valve broken off to me. There is tons of stuff in that water banging around and some of those types of gas containers can float if they aren't full.
There is a video of a flooded river in Europe (Italy?) where some kind of large storage tank came smashing down the river and it looked kind of like this.

Ever watch that golf match played in Carmel Ca.? When the beakers come in and hits those rocks the water shoots out like steam from a geyser from the fissures. Same would happen on that flood water the pressure through the walls weep holes would be like a 3 inch fire hose line until the wall failed.
Not saying it that but it sure looks like water vapor. |
