What specific action or decision to he make that was a) improper and b) motivated by his animus toward trump?

I also haven't heard anyone answer:

What do you think about going through the private conversations of ICE agents to see how they feel about people under their jurisdiction? Or other FBI agents who hated Hillary Clinton and may have acted to harm her campaign, etc. etc. etc.

Obviously you can because he eventually did. I also heard him several other times yesterday saying that the committee needed to understand the context of other texts and attempt to give that context.
