I was just there two months ago. I would go to Buffalo myself.
I took the train into Buffalo and walked across the border (after getting myself from Buffalo to Niagara NY, which was no easy feat). The guard was kind of snitty with me since this is apparently not common, but he just asked about four questions and let me through. I figure driving is the same way. As an aside, it's very hard to find the border crossing if you're walking. There's a big car crossing so that's easy to find, but when you're walking you have to go down a path through a parking lot and then basically duck behind a building through a little breezeway that's not easily noticed. It almost seems like it's the place where the workers take out the trash. I walked all over that place trying to find it, and it doesn't show up well on google maps. You'd think that a bridge would be easy to see, but it wasn't.
