Not exactly sure of the locations - I hear about this from best friend who still lives there. Some of it is on the east side of town near the Upper Elementary School and High School.

They're also bringing in a lot of African immigrants who only speak some sort of bastardized French, so that even people who speak both French and English can't communicate with them. They're not a crime problem so much as a problem for teachers and public service providers, since there's no way to effectively talk to them. It's crazy.

Makes sense. It's a low budget town. Median income of $27K with about a 33% poverty rate.

Now that I can attest to. They speak French.. most are from Congo. Production plants in my town and K-Ville are bringing them here. Being a public service provider (kind of) I can attest to the difficulty in communication.

What kind of production plants? Are there not enough able bodied to work these plants?

So if you have any experience with towns that have food production plants they almost all have immigrants. Many are in smaller towns that could never supply the workforce and barely supply housing. I don't have a good answer and, no, there is not 0% unemployment in these towns.
