Because they were only able to make one and if they had the tech to make them all there would be no purpose for making the movie.

The only other explanation is that the enhancement gear operation is very brutal ,and thus lethal which is the reason why there isn't any volunteers because everyone has died during the procedure.

It was decent action, but the anchor around it's neck for me was the heavy handed leftwing political theme. It wasn't smart or interesting. It was what you'd expect from a movie if loneiguana wrote it. It could have been so much better.
