I doubt that it's the Zero day bug. The purpose of that bug isn't to disable a computer, it's the opposite. The bug is designed to gain unwanted access to computers of specific organizations. If you can't boot normally, then it's highly possible that something else is going on, which could also be malicious.

I'd start by putting some virus/malware scanners on a Flash drive. I'd recommend Kaspersky TDSSKiller, Malwarebytes Anti-malware, HitmanPro.

Boot to Safe Mode.
Clear your temp files by navigating to Start\ All Programs (or just Programs)\ Accessories\ System Tools\ Disk Cleanup. Delete everything that's selected by default in Disk Cleanup.

Run a virus scan if you can. Hopefully your virus scanner can scan in Safe Mode. If not, you need to be using one that can.
Install and run TDSSKiller.
Install and run Malwarebytes.
Install and run any others.

Hopefully that will clean it up. Unfortunately, when an infection gets to the point that it won't allow normal boot, the infection might have already done irreversible damage. If you do get it booting normally again, I'd scan it with every virus/malware/spyware/rootkit scanner you can download. Only way to be 100% sure is to format and reinstall.

I'll give this a shot when I can...in the post in the sticky, the other question I had was:

If I do need to reinstall...in the restore and recovery ap...can I use the "fix" option, or do I need to reinstall everything? Will I need to reload the personal files from backup after I re-install Windows?

You can try the Fix option. But there's no telling whether it will work or not. And even if it does allow boot again, there's no telling whether the issue is actually gone. But it may work.

It depends on your method of reinstall, whether it will retain data or not. I would backup all data regardless.

ive got a question for you about an I pad...

how can I figure out the password that I put on it but now for the life of me cant remember?

never synced it to a computer for I tunes either

I'm afraid there's no way to recover it if you don't know it. The only way to resolve it is to restore the device as new. Which unfortunately means you will lose everything on the device and it will be reverted to factory state. Hopefully you had iCloud sync enabled so you have backups of your apps and data. Had you initially setup the iPad with a computer, you could reset the passcode that way. But if you've never synced it to a computer, you're SOL. You will be able to reinstall the stuff you purchased with the iTunes account used on the iPad after you restore it though.
