So if they trade or cut him, then basically they just paid $16mil minus whatever he gets on the open mkt or the team they trade him to gives him (not much) to go from a 4th-rd pick to a 2nd-rd pick.

Brilliant. Hard to imagine why they're not more successful.

In another sense... is the jump from the 4th to the 2nd round worth $16,000,000?

If you're a fan, sure it is, since it's somebody else's money. If you're running a football team, I don't know. Seems pretty spendy.
