According to the report, the league sources say the NFL determined 11 of the 12 footballs used by the Patriots were under-inflated by two pounds per square inch each. Per NFL rules, footballs are required to be inflated between 12.5 and 13.5 PSI and weigh between 14 and 15 ounces.

There is no requirement for the air pressure/quality of the balls that the teams provide to the refs. What don't you people understand about that? Aaron Rodgers over-inflating the balls is perfectly legal. The only people responsible for ensuring the balls meet the league requirements at the start of the game, are the Refs. The teams are even required to provide a hand pump so that the officials can adjust the PSI as necessary.
