Who really runs the NFL?

If the NFL was a conspiratorial group, who would be the mastermind behind it? Is it the commissioner, currently a fellow named Roger Goodell? Is it the owners as a group? Some subset of owners that really runs the show? Or someone else?

If it's all the owners, that's 32 people, more or less. In any group that large, 20 percent are probably really running the show. In that case, who are the six most influential and active owners in league affairs?
