I guess there are some conflicting reports or I'm just not reading between the lines enough. The Forbes article seems to state that you can use a game wherever you want, but you'll have to be logged in under your account to actually play it. I'm wondering if this is meaning playing a game WITHOUT the disc at a friends house, but maybe I'm misreading.
The other report is the one I posted earlier from the MS Exec that stated you will have the same capabilities with new/used/rented that you have now. Somewhat conflicting, but the premise between them is actually the same. If you want to play COD Black Ops II on your friends 360 & he doesn't own it, you'll need the disc. |

It's actually very similar to how it is now except now you MUST have the disc in order to play. |

Sony addressed that with the Vita making all first party titles $5 cheaper if you purchase it through PSN. Hopefully they carry that forward to the PS4. Hopefully MS does that too.

I think they consider Demos are enough for that. Its too bad they don't put out demos for all games.

If the disk is already registered you can't play it on another system without the registering owner therefore killing the rental market.

This is where being a PC gamer gives me a weird view on this. I don't care about game rentals, because I've never rented one. I don't care about re-selling games, because I've never resold one. I don't care about all my games eventually being downloads, because they have been for years already.
