Because thats how it works. When a team signs a player with QO compensation attached, the pick they lose vanishes into thin air, as if it never existed. Everyone below them in the round moves up. The team getting the QO draft pick compensation gets a sandwich pick that is created.

That's the way the CBA works.
The team that signs the FA with a qualifying offer attached to him loses their first round pick. Every pick behind that pick just slides up a notch. Teams receive a compensation pick at the end of the first round. The more guys with QOs that sign, the higher those comp picks creep. That's why we should be rooting for as many teams to sign free agents with a qualifying offer as possible. Every team that does that, the Royals comp pick slides up in value.

Royals, Twins aggressively pursuing Hunter
Chris Cotillo of MLB Daily Dish hears the Royals and Twins are the most aggressive suitors for Torii Hunter. Tigers general manager Dave Dombrowski conceded last week the team will likely not re-sign the 39-year-old, but he may stay in the American League Central division yet.
