I think people having shame is generally a good thing.

You could, . . . if all prostitution was a willing prostitute providing a service to a respectful customer.

SFAICT, the problem with prostitution isn't so much shame, as the potential for covert abuse.

Unwilling providers leading to human trafficking and slavery.
Unruly customers leading to unreported and undeterred violence.

Is there a potential for abuse or violence in mail-order panty transactions that I'm overlooking, or is it just the judgment of others that odor-based desire is 'weird?'

I'm largely agnostic on the general utility of shame on a society-wide basis, but I will say that if you are going to advocate for it, you can't backtrack when your own ox is gored. Even if it looks counterproductive or even bigoted from your particular POV, always recall that you were the one who opened the barn door on the utilty of shame.
