If you have an air compressor - simply blow out the vent slots on both sides, this will 'free up' the fan, often dust and debris will lock these up.
I bet this will solve your issue. |

Thanks SR. I tried that with my dad's minicompressor before I took it apart. There was nothing obstructing or a dust issue.
