Silock's criticism is valid. It's a common weakness of long fantasy series, imo. The authors are aiming for some kind of triumphal ending that ties everything up. In the meantime, they're so in love with creating in their world that they keep spinning off new ideas and threads in the created world, simultaneously slowing the pace of the original story lines.
That being said, a LOT happens in GRRM's world in comparison to say... Wheel of Time.

I'd say it like this, it may contain elements of soap opera, but if we are delved into a world where we learn the ins and outs of social propriety and a misstep leads to dire consequences across a kingdom, even if those consequences are largely offscreen, I still prefer that to bland dudes running into people in the woods and sticking a sword through another bland dude.
Shakespeare's works weren't exactly Battle of Helm's Deep, but they could convince you such a battle was inevitable. Littlefinger discussing his ambitions to Sansa in the most recent episode is one example. This is perhaps the epitome give me a thousand great scenes like this over an epic battle.

The Planet of the Apes sequels in the 1970s/80s didn't have a budget, either, but they managed to do it.

Beneath the planet of the apes had a budget of 2.5 million to 4.7 depending on who you ask. 2.5 inflated to today is around 16 Million. If you take into account the cost of set design for filming in SD versus HD there is an even bigger difference.
Side note: I toured NBC Studios in NY just at the onset of the HD revolution. They had one News set that was HD the rest were SD. They told us that they could use cardboard and duct tape on the SD set and they would look like wood and stainless steel once they added a bit with markers. I was really talking about Battle for the Planet of the Apes. The budget sucked, so they used a few wide shots, but mostly close up shots to give a sense of a bigger battle going on. There are tricks to make it happen.
