I think it was basically the call on the field. If it was called incomplete, they couldn't have returned it (even if the system had been working).

I think catches are getting more difficult to judge. I don't necessarily agree with the notion that the ball can hit the ground and it can still be a catch. To me, that's like saying you can trap a baseball and you can still catch it.
