Yes. He was top 5 even I think. Always gets good yards on punt returns.

Arenas is overrated as a punt returner.

The only reason he'd be in the top 10 is because he's consistent and doesn't lose yards. However, he never breaks anything open either. He doesn't have many long returns either.
