Technically, Foles took over for Scott. Scott was the starter but lost his job to Foles after playing poorly early in that season. Scott finished out Foles JR season after Foles got hurt (losing every game). It was until Foles left and Rich Rodriguez got there that Scott finally played well.

The Matt Scott hype is absolutely unreal right now. The guy has very middling tape. Never thought a QB would be a "workout warrior." Benjamin Allbright @NFLDraftMonster Let me put it this way. Matt Scott was the guy who was yanked in favor of Nick Foles, and couldn't ever beat him out again.
