Yeah without brands it's impossible to guess at value. Right now $1100 for crap is reasonable, so if it's better than crap then it becomes an even better deal. Unless the lower is utter garbage you can always upgrade later.

Eh, generally speaking you can do better than that, but right now its damn near impossible to get your hands on one at all.
So if you want one immediately, that's a slightly inflated, but not brutally awful price to pay for it.

Things you will want to know, if you really want to dork out on this:
1. What brand are the upper and lower? Additionally, who assembled the rifle? 2. What brand is the Bolt Carrier Group? are the gas keys properly staked? was the bolt magnetic particle inspected? shot peened? high pressure tested? 3. Who manufactured the barrel? what is its twist rate (i.e. 1 in 7 etc.)? is the barrel chrome lined or not? Is there a flash hider/compensator attached to the barrel and is it permanently attached? how long is the barrel? 4. Does the rifle come with any magazines? this is important because they are difficult to get right now. It looks like it only comes with one from your post. red flags: "All mil-spec parts" this is problematic because manufacturers are not honest and call something with a mil-spec finish mil-spec. But mil-spec refers to a lot, part dimensions, composition, testing, finish, and more. The claim that the rifle is all "mil-spec" is demonstrably false, because a mil-spec m4 would shoot full auto. Mil-spec doesn't always mean better, but it is a useful stand in sometimes. Clarify the bolt specifically. |

If the gun is used, you should also ask him what his maintenance schedule is, whether he has attempted to work on the trigger (you don't want him to), and what lower parts kit he used.
Other useful questions: does the rifle have a forward assist? m4 feed ramps? f-marked front sight, if it has a front sight? does the rifle come with sights? is the buffer tube mil-spec or commercial threads? is the lower made out of 7075-t6? |

Do you need to buy now? Barring another even the AWB is toast. So would you rather overpay for something iffy or buy something quality a few months from now? Frankly unless you're in one of the states going buck wild, the only reason to buy now is if you feel there is likely to be another event in the near future.

It's also possible that your "buddy" built you a great gun and that was his cost. I've built a lot of quality guns for friends and only charged them cost.
Figure out the brands used or post a picture of the rifle and we can help you.
