Does Anyone know what this Medieval looking thing is?

Going through my granddad's old Tractor shed today, I found this thing. It's old... It's metal... Gramps farmed up to his passing in 85. He milked and planted most of his life, giving up milking after the market upheaval in the late 70's. Anyway, I know this is some sort of farm tool. Could be used on livestock? The only identifying mark is worn and won't take a pencil rubbing. What the hell is this?
