What Rules Would You Change?

If you were on the rules committee, what rules would you consider changing to improve the game?

Here's my list:

1) OPI or DPI is a 10 yard penalty from where the ball is snapped. No automatic first down, no spot fouls.

2) Concussion Protocol: If refs determine you target and hit a guy in the head, and he is removed from the game for concussion protocol, it's a 15 yard penalty, plus the player who commits the target is disqualified for as long as the targeted player is out. For example, if he misses the rest of the game, the guy who laid the hit is out for the game. If he's out two weeks, they guy who hit him is out two weeks, etc. Plus a game check is forfeited by the hitter for that game, and every game the targeted player is out.

3) Illegal contact. Five yard penalty, but no automatic first down.

4) Two personal fouls in one game, ejection, loss of paycheck from that game, suspension and loss of paycheck for the next game. This would include the playoffs.

5) Extra point moved from the 15 to the 25 yard line. If you want to go for two, ball is placed at the five yard line.

All paychecks that are lost: funds go to CTE Research.

I would change the rules about the ball going out of bounds for both punts and kickoffs. If the ball lands out of bounds for either a punt or kickoff, the other team gets the ball 30 yards downfield. If the ball lands in bounds and then goes out of bounds, nice kick. It is up to the returner to deal with it.

Having the ref trying to decide where a punt, that landed out of bounds, actually crossed the side line, is problematic and I think the kicking team should be punished if the returner has absolutely no chance of a return. If a kickoff lands in bounds and goes out, I don't see why that should be a penalty.

To reduce injuries, instead of having kickoffs, the idea has been floated to have it instead be a punt situation. The team "kicking off" has fourth and ten (or whatever yards to go would be appropriate) and it is just a normal punt, or they could go for it on fourth down. Traditionalists would scream, but I would be ok with that change.

Get rid of the taunting and excessive celebration rules. These calls only exist to help the favored teams win. The Patriots can taunt all they want and never get flagged for it.

There also needs to be consequences for cheating that actually address why teams cheat. The Patriots clearly don't see a problem with trading draft picks and money for tainted titles.

DPI- 1/2 the distance, max 20yds
Intentional Grounding any time a receiver isn't within 10 yards- same current penalty
Offensive Holding-5 yards
D Holding- 5 yards, not automatic 1st down

I think it would be entertaining to have kicks that hit the goal posts to be worth 4pts.

It would make for some entertaining end of games. Say the Chargers are down by 4 to the Patriots on Sunday with the ball at the 30 yard line with 3 seconds left. Would you try a Hail Mary or attempt a 48 yard FG attempting to hit the post?
