An issue that's probably national, but is true here in Denver, is that the scooters are technically classified as toys. So most people don't think about wearing helmets, and even if they do they don't own one or they don't have it handy when they rent a scooter. Then they face plant into the pavement at 15 miles per hour, because those things can really move going downhill.
I'm actually kind of intrigued by them, and society might be better off if everyone used them instead of cars. But there are some bugs to work out.
