Zona, UCLA, and Oregon are fine teams. I think a lot of the hype comes from the league having possibly the first two picks in the draft. Utah, USC, Cal had decent seasons. I can't remember the bottom of a power 5 league being this bad which makes it a bit tough to judge.
Arizona St. went a so-so 7-11 in conference play. In the non-con, they lost in an unholy 115-69 massacre to Kentucky on a neutral court, by 30+ to Purdue on a neutral, and by 19 to N. Iowa which didn't even finish .500 for the year.
Washington has possibly the #1 pick in the NBA draft, won 9 games, ranks below Mizzou in kenpoms metrics. WSU ranks 20 spots lower. Oregon St. Started 2-0 and finished 5-27 LOL. Their non-con was rummies too, wtf. I've never seen anything that bad
