Someone correct me if I'm wrong but KC is only obligated to $8 million towards Houston if they outright cut him. It's the last bit owed to him... $21 million if he is on the 2019 team.
If a new team traded for him...they would rip up his old contract (which has no guaranteed money left) and he would renegotiate or they could pay him the remaining $14 million (not likely) then have him playing at a reduced rate that is more in tune with his age/production.
Houston wont see $21 million from anyone...including KC but still has trade value if he works out a new contract in advance.
