Can another team sign our practice squad player?
Yes. This is often referred to as "poaching". Practice squad players are allowed to negotiate with other teams while they are on another team's practice squad. However, they can only be signed to a 53-man roster and not the practice squad.
Practice squad players cannot be signed to the roster of an upcoming opponent within six days of playing said opponent. This avoids any unfair advantages.

How do promotions to the active roster work?
Teams can promote players from the practice squad to the active roster at any time. When a practice squad player is signed to a team's active roster, they must receive at least the league minimum salary. Teams are required to pay three weekly paychecks at that salary, even if a player is released prior to three weeks' time. Teams usually promote players due to injury or suspensions.
