If you don't care about what's on it and have a recovery CD, you can put the CD in and try F12 when the Dell screen comes up, then select the CD as what you want to boot from... then you can simply reinstall Windows.

Or bring your laptop to the bash and I'll install a better OS and you won't have to worry about this sort of thing in the future.
