I think the more interesting question is who is a great head coach with post season success without a hall of fame QB? It's pretty much Joe Gibbs (17-7), Tom Caughlin (12-7), Bill Parcells, (11-8), John Harbaugh (12-10) who have at least 10 post season wins, a winning post season record, at least 1 Super Bowl victory, and no definitive Hall of Fame QB. Kyle Shanahan is 8-4 with two Super Bowl appearances and no hall of fame QB yet, Sean McVay is 7-4 with two Super Bowl appearances and win. Not sure where Stafford ends up yet. But that's pretty much the list.

There have been 58 Super Bowls and only 14 QBs have won that aren't either in the Hall of Fame or clearly going to be in at some point. Eli and Plunket won 2. The Coaches listed above account for 8 of those in Theismann, Simms, Williams, Hostetler, Rypien, Eli, Flacco, and Stafford. One of the crazy things about that stat is that since the salary cap went into effect its happened 7 times including 3 in a row between 2011 and 2013 with Eli, Flacco, and Wilson.
