They don't shut down the highway. But they absolutely do try and trick people into thinking they will. Kansas highway patrol often puts signs on I-70 between Junction City and Topeka that say “drug checkpoints ahead.” Flashing lights and trooper cars parked to make drivers think there are officers pulling everyone over.
In reality, officers are often waiting to see who exits to avoid the checkpoint. The checkpoints are conveniently placed right after an exit ramp. They then pull over any cars that exit the ramp. Because even though there wasn't an actual checkpoint that forced you to stop, the fact that you diverted off the highway to "Avoid" the checkpoint gives them probable cause to search your vehicle. I've seen it countless times.
