If Brown is willing to play and not be a distraction at his current position on the Ravens and help them now then you don't trade him period.
If he's hard up to get gone and the Chiefs are there offering significantly more than other teams you make the trade because you can then make your team better where as otherwise you will just have a guy that doesn't want to play or you send him to a team giving less comp, both hurts your team.

No doubt they will most likely trade to KC if they overpay. They would be stupid to not do that. Big question is how much would they make KC overpay?
