If the Ravens won't trade a player that doesn't help them now or long term to the Chiefs because they are a contender then they are dumb. Winners do their thing and model their team to win. If trading him to the Chiefs because they offer the best compensation makes them better then they should do it if they are smart.
If Brown is willing to play and not be a distraction at his current position on the Ravens and help them now then you don't trade him period.
If he's hard up to get gone and the Chiefs are there offering significantly more than other teams you make the trade because you can then make your team better where as otherwise you will just have a guy that doesn't want to play or you send him to a team giving less comp, both hurts your team.
