I suspect that the defense has been run this way the past two seasons because the talent level on defense is so low. This team would need 6 or 7 new, quality starters to have a good defense. With the trash on the roster on that side of the ball, no scheme is going to work.
The problem is that the talent level on defense has been declining for 3 or 4 years running, and it hasn't been replenished. No shuffling of the deck chairs by Bob Sutton can fix that.
